Here is what one of the Naughty cups looked like before it was covered. I added a mini candy cane to every cup so everyone got a little Christmas Cheer.

The most important Dirty Santa rule, which should be obvious from the above description but which you should tell your guests anyway is that no participant may steal back a gift just taken from them.
They can either open a new gift or steal another gift. You should set a few Dirty Santa game rules for stealing.
If you have a large group, it is a good idea to set limits on the stealing so that game stays contained and civilized. Most importantly, the stealing rules set the pace of the game, otherwise it can go on forever.
Make sure you give your guests a spending limit so that most of the gifts are similar in value. It might also be helpful to come up with Christmas gift exchange theme ideas to give your guests some guidance on what to purchase.
If there will be children participating in the Dirty Santa or Yankee Swap game, tell your guests. This will avoid any embarrassment from children opening adult-themed gifts or alcohol.
Also know what is appropriate in the office environment. Generally, adult-themed gifts are a no-no but it depends on the office culture.

On the date of exchange, gather all the gifts in the center of the room. Tear up small pieces of paper and write down numbers from 1 to 12 for our example of 12 players.
Then have everyone pick out a random number from a bowl. These numbers determine when it's your turn to open gifts.
Now the person who got the number 1 gets to choose any gift and open it. The second person follows by either opening another gift or stealing from first person.
If they choose to steal from the first guest, now first guest can open yet another present but can not steal back the gift just stollen from them.
Then it's third player turn. They get to open yet another gift that was not opened yet or steal from either first player or second.
